Creating Your Account

Navigate to Registration

Click Register from the home page or go to /register

Fill Registration Form

Provide required information:
  • Nombres (First Names)
  • Apellidos (Last Names)
  • Cédula (ID Number)
  • Email
  • Password (minimum requirements apply)
  • Parroquia (Parish) - Select from: Tarqui, Eloy Alfaro, Manta, Los Esteros, San Mateo
  • Barrio (Neighborhood)

Verify Email

Check your email for verification link and activate your account

Access Dashboard

Login and access your citizen dashboard at /dashboard
Your location (Parroquia and Barrio) determines which surveys and news you’ll see. Make sure to provide accurate location information.

Report Status Indicators

Your reports can have the following statuses:
  • Pendiente (Pending) - Report received, awaiting review
  • En Revisión (Under Review) - Being evaluated by administrators
  • En Proceso (In Progress) - Work has started
  • Resuelto (Resolved) - Issue has been fixed
  • Rechazado (Rejected) - Report was not approved

How to Submit a Report

Navigate to Reportar Problema (/reportar-problema) to report urban issues.

Describe the Problem

Section 1: Problem Information
  • Título: Brief title for the problem
  • Categoría: Select from categories:
    • 🔦 Alumbrado (Street Lighting)
    • 🕳️ Baches (Potholes)
    • 🧹 Limpieza (Cleaning/Sanitation)
    • 💧 Agua (Water Supply)
    • 🚰 Alcantarillado (Sewage)
    • 🌳 Parques (Parks & Recreation)
    • 🚦 Señalización (Traffic Signs)
    • 🔒 Seguridad (Security)
    • 📢 Ruido (Noise)
    • 📋 Otro (Other)
  • Descripción: Detailed description (minimum 20 characters)
  • Prioridad: Set priority level (Baja, Media, Alta, Urgente)
  • Imagen (Optional): Upload photo evidence (PNG, JPG, max 10MB)

Contact Information

Section 2: Contact DataYour information is automatically filled from your profile:
  • Name and email (read-only)
  • Registered neighborhood
  • Optional phone number for follow-up

Select Location

Section 3: Problem LocationUse the interactive map to:
  • Pin exact location by clicking on the map
  • Default center: Manta (-0.9536, -80.7217)
  • Add street address
  • Provide reference landmarks

Review and Submit

  • Progress bar shows form completion (must reach 100%)
  • Review all information
  • Click Enviar Reporte (Submit Report)
  • You’ll receive confirmation and can track status in Dashboard
The progress indicator at the top tracks your form completion across three steps: Problem Info, Contact, and Location. All required fields must be completed.

Progress Tracking

The report form includes a visual progress tracker:

Step 1 (Problem): título + categoría + descripción = 33% each
Step 2 (Contact): Auto-filled from profile = 100%  
Step 3 (Location): dirección required = 70%, referencias optional = 30%

Total Progress = (Step1 + Step2 + Step3) / 3

Image Upload Requirements

  • Accepted formats: PNG, JPG, JPEG, GIF
  • Maximum size: 10 MB
  • Recommended: Clear, well-lit photos showing the problem
  • Preview: Image preview appears before submission
  • Removal: Click X button to remove uploaded image

Participating in Surveys

Finding Surveys

Access surveys from:
  1. Dashboard: Click “Participar en Encuestas” card showing count of active surveys
  2. Direct link: Navigate to /encuestas

Survey Visibility

Surveys are location-based:
Location Filtering Rules:
  • Global surveys (no parroquia set): Visible to all users
  • Parish surveys: Only visible to users in that parish
  • Neighborhood surveys: Only visible to users in specific neighborhood within parish
Example: A survey for “Tarqui - El Palmar” is only visible to users registered in El Palmar neighborhood of Tarqui parish.

Choose from available surveys displayed as cards or list view

Review survey information:
  • Title and description
  • Survey type badge
  • End date deadline

Answer based on survey type (multiple choice, rating, or open text)

From Dashboard

Click “Leer Más” button in Noticias section

Direct Access

Navigate to /noticias route

News Filtering

News articles are filtered by ámbito (scope):
  • Nacional (National): For all users
  • Provincial: For users in Manabí province
  • Cantonal: For Manta municipality
  • Parroquial: For specific parish
  • Barrio: For specific neighborhood
Location-based filtering ensures you see relevant news for your area. Set your Parroquia and Barrio in your profile for personalized news.

Reading News Articles

  1. Browse news list showing:
    • Article title
    • Excerpt preview (limited to 3 lines)
    • Publication date
    • Location scope badge
    • Featured image (if available)
  2. Click article to view full content:
    • Complete article text
    • High-resolution images
    • Publication metadata
    • Related location information

Profile Management

Viewing Your Profile

Access your profile at /mi-perfil:
Personal Information
  • Nombres (First Names)
  • Apellidos (Last Names)
  • Email address
  • Cédula (ID Number)
  • User type badge (Ciudadano/Administrator)
Location
  • Parroquia (Parish)
  • Barrio (Neighborhood)
Account Information
  • Account creation date
  • Last update timestamp
  • Active status indicator

Editing Your Profile

Click Edit Button

Click “Editar Perfil” button on profile page

Update Fields

Modify editable fields:
  • Nombres (First Names)
  • Apellidos (Last Names)
  • Parroquia (dropdown selection)
  • Barrio (text input)
Email and Cédula cannot be changed after registration for security reasons.

Click “Guardar Cambios” (Save Changes) button

Best Practices

For Reporting Problems

  • Provide detailed descriptions (minimum 20 characters required)
  • Include reference landmarks in location
  • Add photos when possible for visual context
  • Use map selector to pinpoint exact location
  • Don’t rely only on address - use GPS coordinates
  • Verify location marker is correct before submitting
Set priority realistically:
  • Urgente: Immediate safety hazards (exposed wires, major flooding)
  • Alta: Significant problems affecting many people
  • Media: Standard issues needing attention
  • Baja: Minor cosmetic or non-urgent issues
Review your report history to avoid duplicate submissions for the same issue

For Surveys

  • Read survey questions carefully before responding
  • Provide thoughtful, honest feedback
  • In open-response surveys, give detailed answers to help administrators
  • Submit responses before deadline (fecha_fin)

Troubleshooting

Solution:
  1. Check your profile at /mi-perfil
  2. Verify Parroquia and Barrio are set correctly
  3. Edit profile if needed to update location
  4. Surveys are filtered based on your registered location
Common causes:
  • Description less than 20 characters
  • Missing required location data
  • Image file too large (>10MB)
  • Network connection issues
Check:
  • Progress bar shows 100% completion
  • All required fields have red asterisk (*)
  • Image preview appears before submit
Try:
  • Refresh the page
  • Check browser location permissions
  • Clear browser cache
  • Ensure JavaScript is enabled
  • Try different browser if issue persists
Verify:
  • All required fields are filled (marked with *)
  • Parroquia is selected from dropdown (not typed)
  • Click “Guardar Cambios” button, not Cancel
  • Wait for page reload confirming save

Frequently Asked Questions

Reports are reviewed by municipal administrators based on priority level:
  • Urgente: Within 24-48 hours
  • Alta: Within 3-5 days
  • Media: Within 1-2 weeks
  • Baja: Within 2-4 weeks
You can track status changes in your Dashboard.
No, reports cannot be edited after submission to maintain integrity. If you need to provide additional information:
  • Wait for administrator response in respuesta_admin field
  • Contact municipal office directly
  • Submit a new report if circumstances changed significantly
Surveys are location-based to ensure relevant civic participation. You only see:
  • Global surveys (available to all)
  • Surveys for your registered Parroquia
  • Surveys for your specific Barrio (if targeted)
Update your profile location to change which surveys you see.
For data privacy and GDPR compliance:
  • Contact municipal administrators through official channels
  • Request account deletion in writing
  • Your data will be anonymized or deleted per data protection regulations
  1. Go to login page (/login)
  2. Click “¿Olvidaste tu contraseña?” link
  3. Navigate to /reset-password
  4. Enter your registered email
  5. Check email for password reset link
  6. Create new password meeting security requirements
