Financial Regulations Overview

The FIA Formula 1 financial regulations establish a comprehensive cost control framework designed to promote competitive balance, financial sustainability, and long-term stability within the sport. The regulations govern both F1 teams (Section D) and power unit manufacturers (Section E).

Cost Cap Objectives

The financial regulations are designed to achieve several key objectives:
Limit the performance differential between teams by constraining spending on car development and operations. This prevents wealthier teams from achieving disproportionate advantages through unlimited budgets.
Ensure teams operate within financially sustainable parameters, reducing the risk of team failures and promoting long-term stability in the championship.
Maintain Formula 1’s position as the pinnacle of motorsport technology while ensuring innovation occurs within reasonable financial boundaries.
Lower the financial barriers to entry for new teams and make the sport more attractive to potential investors and manufacturers.

2026 Cost Cap Levels

F1 Teams (Section D)

The cost cap for F1 teams in 2026 continues the framework established in previous seasons with adjustments for inflation and specific circumstances.
The exact cost cap figure is subject to annual adjustment based on inflation indices and may be updated by FIA decisions. Refer to the latest technical directives for current values.
Key Features:
  • Annual spending limit for all team operations
  • Inflation adjustment mechanism
  • Additional allowances for new teams
  • Graduated penalties for breaches

Power Unit Manufacturers (Section E)

The power unit cost cap applies specifically to manufacturers developing and supplying engines for the 2026 regulations. Scope:
  • Covers PU development, manufacturing, and supply
  • Separate cap from team operations
  • Special provisions for new PU manufacturers
  • Technology transfer limitations

What’s Included in the Cost Cap

1

Personnel Costs

Salaries, bonuses, benefits, and related costs for employees directly involved in car design, development, and race operations.
2

Materials & Manufacturing

Costs for parts, materials, tooling, and manufacturing processes for the race car and development programs.
3

External Services

Third-party design, engineering, testing, and consulting services related to car development.
4

Transportation & Logistics

Freight, travel, and logistics costs for race events and testing activities.

Excluded Costs

Certain costs are specifically excluded from the cap to ensure they don’t limit investment in critical areas:
  • Driver salaries and top three highest-paid personnel
  • Marketing and promotional activities
  • Heritage activities and historic car programs
  • Employee bonuses based on championship performance (within limits)
  • Capital expenditure on facilities (subject to depreciation rules)

  • Sustainability and diversity initiatives
Attempting to reclassify costs as excluded when they should be included constitutes a breach of the financial regulations and will result in penalties.
