Overview

After completing all six data sections, you must upload supporting documents. The specific documents required depend on your evaluation type: Permanencia or Nuevo Ingreso.
Your evaluation CANNOT be finalized until all required documents are uploaded. Start gathering these documents early in the process.

Document Requirements by Evaluation Type

Permanencia

5 Required Documents:

Plus optional documents

Nuevo Ingreso

6 Required Documents:

The system automatically shows the correct document list based on your evaluation type registered during account creation.

General File Requirements

Before uploading any document:

File Format

  • Accepted formats: PDF, JPG, JPEG, PNG
  • Recommended: PDF for multi-page documents
  • Not accepted: Word documents, Excel files, text files

File Size

  • Maximum size: Check the system (typically 5-10 MB per file)
  • Recommended: Keep files under 5 MB for faster upload
  • Tip: Compress large PDFs or images if needed

Quality Requirements

  • Readable: All text must be legible
  • Complete: Entire document visible, nothing cut off
  • Clear: No blur, good lighting, proper resolution
  • Correct orientation: Right-side up, not sideways
Poor quality uploads may be rejected, requiring you to re-upload. Take time to ensure documents are clear and complete.

Scanning Tips

  1. Use a scanner: Better quality than phone photos when possible
  2. Phone camera alternative: If no scanner, use a scanning app
  3. Lighting: Use natural light or bright indoor lighting
  4. Flat surface: Press documents flat, remove wrinkles
  5. Background: Use a dark background for better contrast
  6. Multiple pages: Save as single PDF when possible

Required Documents: Permanencia

What to upload:
  • Official birth certificate issued by Civil Registry
  • Must be recent (within last 3-6 months for some purposes)
  • Certified copy (copia certificada)
Requirements:
  • Full document, both sides if printed on both sides
  • Legible text
  • Official stamps and signatures visible
  • Shows your full legal name, date and place of birth, parents’ names
Common issues:
  • Expired certificate (get a new one)
  • Damaged or faded document (request replacement)
  • Name doesn’t match other documents (may need correction)
If your name on the birth certificate differs from your current legal name, you may need additional documentation explaining the change.
What to upload:
  • Valid INE (Instituto Nacional Electoral) card
  • Both front AND back
Requirements:
  • Current, not expired
  • Photo clearly visible
  • All text readable
  • Holographic security features visible (if scanning)
  • Both sides in same file or clearly labeled if separate
Common issues:
  • Expired INE (renew immediately)
  • Address on INE doesn’t match current address (explain in personal data)
  • Damaged card (request replacement)
Upload front and back as separate images, or combine into one PDF with both pages.
What to upload: Recent utility bill or official document showing your current addressAcceptable documents:
  • Electricity bill (CFE)
  • Water bill
  • Natural gas bill
  • Phone bill (landline)
  • Internet/cable bill
  • Property tax statement (predial)
  • Bank statement (last month)
Requirements:
  • Must be from last 3 months (some accept up to 6 months)
  • Shows your full name
  • Shows complete address matching your Personal Data section
  • Shows issue date clearly
  • Official letterhead or company logo visible
Common issues:
  • Bill in someone else’s name (see solutions below)
  • Too old (get recent bill)
  • Address doesn’t match exactly (verify accuracy)
If bill is in someone else’s name:
  • Include a letter from the bill holder stating you live there
  • Or use property lease agreement
  • Or use official mail addressed to you
What to upload: Documentation of your highest educational degreeAcceptable documents:
  • Degree certificate (Certificado)
  • Diploma
  • Official transcript (Historial Académico)
  • Professional license (Cédula Profesional)
  • Title (Título)
Requirements:
  • Matches the degree you listed in Academic Data section
  • Official document from the institution
  • Shows your name, degree, institution, date
  • Original or certified copy
Common issues:
  • Lost certificate (contact school for duplicate)
  • Degree in process (upload most recent transcript with note)
  • Foreign degree (may need validation)
The document must match what you entered in the Academic Data section. If you listed a Licenciatura, upload your Licenciatura certificate.
What to upload: Official documentation of your current incomeAcceptable documents:
  • Recent pay stub (last month)
  • Official salary statement
  • Form from employer (HR department)
  • Last tax declaration
  • Bank statement showing salary deposits
Requirements:
  • Shows your name
  • Shows amount of income
  • Shows employer name
  • Recent (last 1-3 months)
  • Official letterhead or stamps
Common issues:
  • Self-employed (upload tax declaration or client contracts)
  • Multiple income sources (upload for primary job)
  • Informal employment (get letter from employer)
For government employees, an official salary statement from your HR department is ideal.

Required Documents: Nuevo Ingreso

Nuevo Ingreso requires all the Permanencia documents PLUS additional ones:
  • Birth Certificate
  • Official ID (INE)
  • Proof of Address
  • Proof of Studies

What to upload:
  • Military service card (Cartilla del Servicio Militar Nacional)
  • Complete document
Requirements:
  • Shows your photo
  • Shows full name matching other documents
  • Shows military service status (Liberado/Released)
  • All pages if multi-page
  • Legible text and stamps
Gender-specific:
  • Men: Required (unless exempt due to age)
  • Women: Not required (system checks gender from registration)
Common issues:
  • Never obtained (must get one if eligible age)
  • Lost (request duplicate from military)
  • In process (upload temporary document with explanation)
Men who should have military service but don’t may face employment restrictions. Resolve this before applying.
Option A: Proof of Income (if employed)
  • Same as Permanencia #5 above
  • Upload recent pay stub or salary statement
Option B: Motive Description (if unemployed)
  • If you’re not currently employed, you must provide a written motive
  • Explain why you’re applying for this position
  • Describe your interest in law enforcement/public service
  • Explain your current situation (recent graduate, career change, etc.)
Motive Description Requirements:
  • Type a clear explanation (at least a paragraph)
  • Be sincere and professional
  • Address why you want this specific role
  • Mention how you support yourself currently (family, savings, etc.)
The system has a special form for entering the motive description if you’re not uploading an income document.

Optional Documents

Both evaluation types have optional documents that can strengthen your application:
  • Supports your Economic Data section
  • Shows financial responsibility
  • Include for major accounts mentioned in Economic Data
  • Recent credit report from Buró de Crédito
  • Shows credit history and score
  • Demonstrates financial transparency
  • Deed (Escritura) for real estate you own
  • Vehicle title (Título de propiedad)
  • Supports assets listed in Economic Data
  • Rental agreements if you have rental income
  • Business licenses if self-employed
  • Contracts showing other income sources
  • Photo of home facade
  • Rental agreement or lease
  • Property deed
  • Utility setup documents
  • Marriage certificate
  • Spouse’s income documentation
  • Especially important if spouse contributes to household income
  • If you indicated you carry a weapon in Career Trajectory
  • Official weapon permit
  • Registration documents
Optional documents are not required to finalize your evaluation, but they support your claims in the data sections and demonstrate transparency.

How to Upload Documents

Access Document Upload

From your evaluation dashboard, click on the document you want to upload.You’ll be directed to:

Review Document Information

The page will show:
  • Document name
  • Description of what’s needed
  • Whether it’s required or optional
  • Any special instructions

Select Your File

  • Click the file selection button
  • Browse to your document
  • Select the file
  • Verify it’s the correct document

Upload

  • Click the upload button
  • Wait for upload to complete
  • Don’t close the page during upload
Success message: “Documento cargado con exito”

Verify Upload

  • You’ll be redirected to your evaluation dashboard
  • The document should now show as uploaded ✓
  • You should be able to view or download what you uploaded

Repeat for All Required Documents

Continue uploading until all required documents show green checkmarks.

Managing Uploaded Documents

Viewing Uploaded Documents

From your evaluation dashboard:
  • Uploaded documents show with a checkmark ✓
  • Click on a document to view details
  • You can preview or download what you uploaded

Replacing a Document

If you need to upload a different file:
  1. Go to the document section
  2. Delete the existing upload
  3. Upload the new file
  4. Success message: “Documento cargado con exito”

Deleting a Document

  1. Go to the document page
  2. Click the delete button
  3. Confirm deletion
  4. Success message: “Documento borrado con exito”
  5. The document requirement will show as incomplete again
Be careful when deleting. You’ll need to upload a replacement to complete your evaluation.

Motive Description (Nuevo Ingreso Only)

If you’re applying as Nuevo Ingreso without current employment:

Access Motive Form

Instead of uploading an income document, look for the motive description option.

Write Your Motive

Motivo de Evaluación (motivoDescripcion)Write a clear explanation including:
  • Why you want to work in law enforcement
  • Your interest in public service
  • Your relevant skills or background
  • Your current situation (student, job seeker, etc.)
  • How you’re currently supporting yourself
Example: “Deseo ingresar a la corporación para servir a mi comunidad y contribuir a la seguridad pública. Soy reciente egresado de la Licenciatura en Criminología y considero que tengo las habilidades y la vocación necesarias. Actualmente vivo con mi familia mientras completo este proceso de evaluación.”

Save Motive

Click save.Success message: “Se guardo motivo”This counts as fulfilling the income requirement for Nuevo Ingreso.

Completion Tracking

The system tracks document upload completion:

For Permanencia:

Only when both data sections AND required documents are complete will the system allow you to finalize your evaluation.

Best Practices

Preparation

  1. Start early: Begin gathering documents as soon as you register
  2. Check expiration dates: Renew expired documents immediately
  3. Order duplicates: If documents are lost, start replacement process early
  4. Verify information: Ensure names and details match across all documents
  5. Make copies: Keep physical and digital copies for your records

Quality Control

  1. Review before uploading: Check that files are clear and complete
  2. Correct size and format: Follow all technical requirements
  3. Complete documents: Don’t crop or cut off any part
  4. Proper orientation: Rotate images to right-side up before uploading
  5. Test files: Open files before uploading to ensure they’re not corrupted

Organization

  1. File naming: Use clear names (“INE_Front.jpg”, “INE_Back.jpg”)
  2. Keep list: Track which documents you’ve uploaded
  3. Save originals: Keep original files in case re-upload is needed
  4. Document versions: If you update a document, note which version was accepted

Common Issues and Solutions

Problem: File exceeds maximum size.Solutions:
  • Use PDF compression tools (online or software)
  • Reduce image resolution (but keep readable)
  • Split multi-page documents if allowed
  • Convert to PDF from images for better compression
Problem: System doesn’t accept file type.Solutions:
  • Convert to PDF (recommended for most documents)
  • Use JPG or PNG for photos and scanned images
  • Use free online converters if needed
Problem: Upload was rejected due to quality.Solutions:
  • Re-scan with higher resolution
  • Use better lighting
  • Clean the scanner glass
  • Get a certified copy if original is poor quality
Problem: Name on one document doesn’t match others.Solutions:
  • Get document corrected if it’s an error
  • Include explanation in observations
  • Provide additional document showing name change (marriage certificate, etc.)
Problem: Don’t have a required document.Solutions:
  • Birth Certificate: Request from Civil Registry
  • INE: Visit INE office for renewal
  • Proof of Address: Request from utility company
  • Proof of Studies: Contact your school
  • Military Card: Visit military recruitment office
Problem: Can’t complete upload.Solutions:
  • Check internet connection stability
  • Try a different browser
  • Clear browser cache and cookies
  • Try smaller file size
  • Use a different device
  • Contact technical support

What Happens Next

Once all required documents are uploaded:
  1. Your evaluation dashboard shows 100% completion
  2. All data sections have green checkmarks ✓
  3. All required documents have green checkmarks ✓
  4. A “Finalize” or “Submit” button becomes available
  5. You’re ready to complete the final step
